Early retirement
Neni 31/1 allows a reduced old-age pension up to three years before the ordinary age, provided the required insured years are met. Unlike some neighbouring systems, the reduction in Albania never lapses.
Conditions
Neni 31/1 allows a reduced old-age pension up to 3 vjet (36 months) before your own Neni 92 age (see the table on the pension age page), provided you have completed the insured years required for your own cohort and are not engaged in economic activity as an employee, employer or self-employed person. There is no separate "years of service for early retirement" figure — the same service your own cohort requires under the Neni 92 table applies, not a distinct threshold.
The reduction — and why it never resets
For every month claimed before the Neni 92 age, the pension is reduced by 0,6 % a month. Unlike some neighbouring systems, this reduction in Albania never lapses: Neni 31/1 states in terms that the reduced pension "remains reduced for the whole duration of receipt" — so there is no automatic recalculation at any later age.
The law states no separate cap on the total reduction — only the three-year window itself acts as a practical ceiling: 3 vjet × 0,6 % = 21,6 % at most, not a figure the law states directly.
