What Netoro is

Netoro is a net-pay calculator for Albania. It is built for people already working here and for those weighing up a move — so that before you sign a contract you can see how much of a gross salary actually reaches your account. The calculation starts from gross pay and subtracts exactly what Albania deducts: the social and health insurance contributions, and the progressive employment income tax (TAP).

Why Albania is different

One feature shapes everything here: the income tax is charged on the gross salary, not on gross minus the contributions. The tax and the contributions are parallel deductions from the same figure — a detail that trips up calculators built on the more common gross-minus-contributions model. The scale is also stepped rather than smooth: tax-free up to the minimum wage, then a middle rate, then a top rate, with two small transitional steps at the band edges where net can dip slightly as gross rises. Netoro reproduces those steps exactly rather than smoothing them, because they are real.

Our promise: honest numbers

One rule sits above the rest: no number here is invented. Every rate and every amount is meant to trace to an official source, with the date it was last checked. Anything we cannot confirm against a primary source is marked unverified or left out — we would rather write less than write something that does not hold up.

Every rate used in the calculator traces to an official source, checked one by one against the primary text. No model declares a rate correct on its own. What you see is still an estimate: the official withholding is your employer’s and the tax administration’s.

Primary sources

The research behind Netoro is built on Albania’s own authorities: the General Directorate of Taxes (tatime.gov.al) for the TAP scale and the contribution rates; the Official Publications Centre / Fletorja Zyrtare (qbz.gov.al) for the enacted law text — Ligji nr. 29/2023 on income tax and the Council of Ministers decision on the minimum wage; and INSTAT (instat.gov.al) for the context statistics on average wages. Contributions rest on Ligji nr. 7703/1993 on social insurance, as amended.

How often it is updated

Albania’s scale and contribution rates have been stable across recent years; the values that move — the minimum wage and the social-insurance ceiling — change by decision, typically at the start of a calendar year. We track those decisions and refresh the figures when they take effect, re-checking each against its primary source rather than carrying a stale number forward.
